Bulgaria is the country with the most fragmented farming land in Europe. The average size of farming fields is from 0.3 to 0.5 hectares. The sum total of arable land in Bulgaria is 3.8 million hectares. It is divided into 25 million plots with 3.5 million owners. So far any attempts at land consolidation have been the work of private entrepreneurship – the Association of Farming Land Owners. The Ministry of Agriculture told the Bulgarian National Radio that in Bulgaria consolidation is voluntary but this means that in case only one owner disagrees with consolidation it is frozen and such plots remain like holes between consolidated plots. Some European countries have solved the problem of fragmented land with a combination of mandatory and voluntary consolidation.
